Who Serves on the Board?

Three to five individuals from all backgrounds within the community are appointed to serve on each Citizen Review Board because they have an interest in children and the skills to review cases with thoroughness and understanding. They receive extensive training and take an oath of confidentiality before they review their first case.


What Are the Special Qualities of a CRB Member?

  • Possess an interest in child welfare.
  • Represent the community they serve. Every effort is made to reach all of the various racial, ethnic, cultural, and socioeconomic groups of the community.
  • The ability to maintain a non-judgmental, objective attitude.
  • Possess the capacity for responsible decision-making.
  • Pass a background screening as required by the CRB Certification Policy.

Volunteer Requirements

To be a CRB Member Volunteer, you must:

  • Be at least 21 years of age and a 5 year resident of Kansas
  • Be a high school graduate, have a GED, or be trained in the school of life
  • Have a state of Kansas drivers license and proof of insurance
  • Complete an application and attend a personal interview with the Director
  • Agree to background checks through SRS and be fingerprinted for the KBI/FIRS background registry checks
  • Attend 20 hours of instruction and additional hours of Court and CRB (Citizen Review Board) observation
  • Agree to volunteer for at least 2 years after CRB certification
  • Agree to review all case file information prior to each hearing
  • Attend all assigned CRB hearings and Court as necessary
  • Agree to maintain all case notes as required
  • Attend at least 4 hours of in-service per year as required after certification
  • Maintain confidentiality at all times
  • Work with the Court and Social Services in a professional manner
  • Understand that CRB Volunteer work is always professional
  • Believe every child has the right to a safe, loving, permanent home
  • Believe the child's sense of time is the most important fact in any case
